New Beginnings Maternity Clinic - Vancouver

Provides maternity care for new immigrant women who do not yet have a provincial Medical Service Plan (MSP) Coverage
Anyone wishing to receive maternity care at New Beginnings must complete the application form/process. The New Beginnings Maternity Clinic provides comprehensive maternity care for women who do not yet have Provincial Medical Services Plan (MSP) coverage, have a significant financial hardship, and who meet the eligibility criteria as determined by BC Women's Hospital including:
  • Government Assisted Refugee who cannot access services in their community
  • Privately sponsored refugee OR refugee claimants who can demonstrate financial hardship
  • Women in the process of spousal sponsorship, awaiting MSP coverage who can demonstrate financial hardship
  • Other special circumstances as determined by BC Women's Hospital


Applicants are not eligible for care in the New Beginnings Maternity Clinic if:
  • They are in Canada on a student work visa or a visitor visa
  • They are in Canada on a worship visa or work permit
  • They are landed immigrants within the 90 day MSP waiting period without evidence of financial hardship

How to access:
  • Please read the first page of the application form as it has important information
  • Complete the 3-page application in full and mail, FAX or deliver in person to the New Beginnings Maternity Clinic. Please come to the clinic in person if help is required to print the application or to fill in the forms. There may be a wait if the clinic is busy
  • The New Beginnings Maternity Clinic Team will review the application and determine if an applicant is eligible to apply based on clinic criteria and space available in the clinic
  • Applicants will receive a letter by mail notifying their eligibility to continue the application process OR be declined. If eligible to continue with the application process, the applicant will be asked for documents to support their application
  • When a letter of consideration for a spot in the clinic is received, the applicant will be asked to FAX or hand-deliver the following documents: Proof of earnings (ie. paystubs), for applicant and their partner, for all jobs held in Canada or home country for the past 6 months, Rent receipt or Property Tax Statement, or Notice of Property Assessment, Bank account records for all accounts held by applicant and their partner, in Canada and home country for the past 6 months, Credit Card statements for all credit cards held by applicant and their partner for the past 6 months, Revenue Canada Notice of Assessment for the past tax year (if you worked in Canada), Passport ID page and attached Visas (if you are not Canadian), Landing papers or Permanent Resident card, CIC client ID # and printed application status (for all spousal sponsorship applications), and Marriage certificate (for all spousal sponsorship applications)
  • When the complete application is received, the New Beginnings Maternity Clinic team reviews it and a final decision is made. The applicant will receive a notification of a final decision by phone or mail. If the application is declined at any stage of the application process, the decision is not negotiable


Processing times can vary and may take several weeks. Please seek alternate medical care while waiting for the clinic to process the application. Let the Clinic know if assistance is required in finding a care provider (Doctor, Midwife or Nurse Practitioner)
